UNESCO Almaty Office is seeking for an Individual Expert

UNESCO Cluster Office in Almaty is seeking for an expert to conduct an assessment of existing and potential UNESCO designated sites in Armenia, Azerbaijan and Georgia. The deadline for submission of applications is 16 August 2021.


Terms of reference


In the framework of UNESCO's contribution to the Country Common Analysis (CCA) and UN Sustainable Development Cooperation Framework (UNSDCF) process in three Southern Caucasus countries Armenia, Azerbaijan and Georgia, based on UNESCO natural sciences and culture programme priorities related to the designated sites natural World Heritage Sites, Biosphere Reserves and Global Geoparks, under the overall authority of the Director of the UNESCO Cluster Office in Almaty, and the direct supervision of the Programme Specialist for Natural Sciences and in consultation with the Programme Specialist in Culture, the Contractor shall:

1. Conduct an assessment of existing as well as potential UNESCO designated sites - natural World Heritage Sites, Biosphere Reserves and aspiring Global Geoparks - in Armenia, Azerbaijan and Georgia by undertaking a desk study, reviewing the national legislation on the protected areas, consulting relevant governmental and local stakeholders;

2. Map ongoing programmes implemented by other development partners, including the UN agencies, as well as identify key international partners and donors in the region and outside;

3. Based on the above assessment and the priorities identified, as well as in light of the mapping of ongoing programmes and projects as well as review of national legislations, develop recommendations for UNESCOs possible support in strengthening the existing designated sites and establishing new sites in the three Southern Caucasus countries;

4. Based on the country priorities identified and the assessment conducted, propose possible sites and territories for new UNESCO designated site nomination;

5. Provide with a list of possible donors and implementing partners and develop project concept notes for submission to potential donor organizations and partners, such as, but not limited to, the European Union;

6. Provide an assessment report on the potential of UNESCO designated sites in Armenia, Azerbaijan and Georgia, which shall include the above-mentioned information.

It is also agreed that:
The Contractor will be working from the contractors usual workplace; Any possible bank charges of the contractor shall be charged to the contractual amount;
All payments related to this contract will be done based on UN Operational Rates of Exchange;
All expenses exceeding the amount of the contract is the responsibility of the Contractor;
The work should be completed by 5 December 2021.



Deliverables


1. Draft assessment report in English language for acceptance of UNESCO Cluster Office in Almaty (Tasks 1-2) 1 November 2021;
2. Final report with recommendations and concept note on the proposal in English language for acceptance of UNESCO Cluster Office in Almaty (Task 3-6) 25 November 2021.
